みなさま 大地とつながる母の会、ユーレイ部員と化している、野口@葛飾区です。 仕事および個人的に、北海道・紋別のアイヌ民族の漁師さんと、持続可能な地域づくりに関わる活動に関わっています。 そこでお願いがあります。 紋別のモベツ川上流部に産廃処理施設の建設計画があり、アイヌ民族の畠山敏さんら地元住民が反対をしていますが、６月中にも北海道が建設を許可してしまいそうな状況になっています。 それで、先日紋別に何人かで訪れた際に、先住民族の立場から緊急要請文を道知事宛に送ろうという話になりました。 つきましては、先住民族以外からも要請文への賛同者（団体、個人）を募りたいと思います。
時間がないため、〆切は25日正午とします。 団体の場合は、団体名（できれば英語表記も）
個人の場合は、名前と所属をお願いします。

＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝ 北海道知事 高橋はるみ 殿 緊急：北海道知事への連名の要請文 北海道紋別市のアイヌ民族が「母なるモベツ川をこれ以上汚さないで」と産業廃棄物最終処分場建設に反対をしています。私達先住民族は、この反対表明に賛同し、建設への許可をしないよう、北海道知事に連名で強く要請いたします。
モベツ川は、アイヌ民族がはるか大昔から集落を営み、豊かな自然とともに生きてきた聖なる川であり、現在もアイヌ民族の手で鮭・鱒の特別採捕許可を得て、毎年鮭を迎えるカムイチェプノミを行っている特別な川です。先住民族の権利に関する国連宣言の第２９条に明言されている通り、有害物質を流出させる危険性が避けられない施設の建設には、先住民族の同意が必要です。 2010年６月 日 要請者

__ June, 2010 Urgent Request to the Hokkaido Governor "Do not pollute our secret mother river, Mobetsu (Mo-pet in Ainu) River, any
more" - Monbetsu Ainu Indigenous people who live in Monbetsu City, Hokkaido,
Japan, have been claiming their land right against the Hokkaido Municipal
Government and express the opposition against the development plan of the
industrial waste treatment facility on their secret site. The facility will
be located around the upper stream of Monbetus River, and the Hokkaido
Government will make a final decision on the construction by the end of
June. The plan was developed without the consultation of Ainu people. We,
indigenous peoples, assent to the Monbetsu Ainu, claim their land right and
show opposition against the plan as well. Mobetsu River is their secret river to the Mopet Ainu people. They have
developed their community nearby and lived with receiving the gift of the
surrounding nature. Monbetsu River is still special and they practice the
ceremony for welcoming salmons, their secret fish, that come back to
Monbetsu River to lay the eggs. Article 29 of UN declaration on Indigenous Right clearly says that States
shall take effective measures to ensure that no storage or disposal of
hazardous materials shall take place in the lands or territories of
